Ao todo, nove palestras e tr\u00eas mesas-redondas discutiram as pol\u00edticas p\u00fablicas de cultura e a concep\u00e7\u00e3o, gest\u00e3o e produ\u00e7\u00e3o de programas, projetos e a\u00e7\u00f5es culturais. Foi a partir da mobiliza\u00e7\u00e3o social que surgiram os primeiros esfor\u00e7os para minorar a crise e que resultaram na aprova\u00e7\u00e3o de um conjunto de novas leis \u2013 Lei Aldir Blanc, Lei Paulo Gustavo e a Pol\u00edtica Nacional Aldir Blanc. A democracia tem uma vigorosa incid\u00eancia no campo da cultura. Busca-se analisar cultura e pol\u00edticas culturais na singular conjuntura nacional. Ela combina, de modo contradit\u00f3rio, a situa\u00e7\u00e3o de desmantelamento anterior da institucionalidade cultural e a presen\u00e7a paradoxal do maior or\u00e7amento da cultura j\u00e1 existente, oriundo das vit\u00f3rias improv\u00e1veis do campo cultural contra a gest\u00e3o presidencial passada. Como mensurar sua efetividade e sua afetividade recorrendo \u00e0 avalia\u00e7\u00e3o de quarta gera\u00e7\u00e3o e a m\u00e9todos qualitativos?
