About the Circle:

Objective:
To build a common space for research and teacher training based on reflection on the place of digital culture and digital technologies in teaching work and in the lives of children, adolescents and young people in basic education schools.

Specific objectives:

  • To contribute to an institutional policy for teacher training that considers the digital literacy of these professionals, prioritizing the improvement of practices that they already carry out in their daily work and the deepening of reflection around the use of digital technologies in their classes and in other school times.
  • To maintain dialogue and training actions with municipal and state networks on the place of digital technologies in public schools.
  • To reflect on the consequences and possibilities opened by Law 15.100/2025 for the work and training (initial and continuing) of basic education teachers.
  • Understand how different subjects (teachers, staff, management, students and family members) from different school communities use Law 15.100 to establish the place of digital technologies in the education of children, adolescents and young people in basic education
  • Investigate education and conversation strategies, at different school times (class and recess), about the uses, risks and possibilities of digital devices inside and outside of school.

 

Actions:

Creation of Working Groups (WGs). Each WG will organize an agenda and dynamics of studies, reflections and investigations aimed at students, teachers, managers or family members of basic education schools, in their relationships with digital culture and digital technologies, with the work and training (initial and ongoing) of basic education teachers, and with Law 15.100/2025, as follows:

  • WG “Students and digital culture”: this WG will be responsible for research (involving conversation, participant observation, digital literacy proposals, interviews, among other research possibilities) with students, on digital culture and the use of digital technologies, in the classrooms and during recess/rest times in basic education schools, in addition to studying academic literature that deals with the relationship of children, adolescents and young people with digital culture and digital technologies, inside and outside of school. The purpose of this WG is to seek to understand, from the voice and perspective of students, the school cultures and digital practices of these subjects, before and after Law 15.100/2025, inside and outside schools. It is expected that such understanding will contribute to the construction of possibilities for teacher training related to the relationships between digital culture, school and human formation.
  • “Teachers and Digital Culture” WG: This WG will be responsible for research with teachers, especially on the (non)place of electronic devices in basic education classrooms, the changes and continuities in teaching practice and in teacher-student relationships, based on the response of each school community to Law 15.100/2025, also fulfilling a role as a locus for continuing teacher training. The activities will also include mapping activities that have already been carried out, with a view to reflecting on and building a process of digital literacy for teachers, in dialogue with the data obtained from the “Students and Digital Culture” WG. Likewise, this WG will be responsible for studying the academic literature that addresses issues of accessibility and inclusion, in relation to digital culture, as well as that which deals with teaching practice and the academic performance of basic education students in schools and networks, in Brazil and worldwide, after the sanction of Law 15.100/2025 and similar laws in other countries.
  • “Managers and digital culture” WG: the members of this WG will be responsible for understanding the actions and policies developed and challenges faced by school and basic education network managers and their relationships with students, teachers and families regarding the place of digital technologies in basic education and the implementation of Law 15.100/2025. They will also aim to put managers in dialogue with the digital culture of students and teachers, based on the survey of practices carried out within the scope of the three other WGs, and to promote reflections on the relationships between the possibilities of digital technologies and the needs of accessibility and inclusion in the school environment.
  • GT ‘Families and digital culture’: this GT will be responsible for studying and investigating the relationships between families and the rest of the school community (students, teachers, managers) regarding expectations, actions and desires related to digital culture, the use of electronic devices, digital literacy and education for the use of these devices, as well as in relation to the implementation of Law 15.100/2025 in each school or basic education network.
