Nearly 30 years after the current legal framework was established following the 1988 Constitution, it is still necessary to find solutions to problems related to the democratization of higher education in Brazil. This democratization occurs at the precise intersection of expansion (increasing access and ensuring retention) with the challenge of quality, a historical and structural problem facing universities and basic education in Brazil.
