Essentially, we do not know how technological innovations are generated. We do not understand the dynamics by which technological knowledge is elaborated and re-elaborated, and we do not understand how the visible face of technology—the technological artifact—can emerge from it. The belief that technology is merely a direct consequence of basic scientific knowledge is very present in both the popular imagination and philosophical literature. This essay addresses the epistemology of technological knowledge and the dynamics of its generation, seeking to identify the regulatory elements of epistemological rationality that constitute this dynamic.
